The establishment system of the border defense force and the Soviet armed forces was different. Many people in the Soviet Union knew about the treaty with China during the Imperial Russia period, but they knew that it was impossible for such a powerful Soviet army to not fight a battle. Before the exercise began, the Soviet Union had notified all bordering countries. Selov delivered a speech as the President of the KGB, emphasizing the importance of national security. The combat troops of the major Red Flag Border Defense Military Regions were urgently mobilized and began to annihilate the invading enemies according to the exercise plan, and conduct combat deductions on counterattacks at any time.

All Soviet troops in Eastern Europe were first-level combat readiness units, that is, their personnel and equipment were fully equipped. But that was only in Eastern Europe, in other directions, especially third-rate troops like the border guards, there were actually serious personnel shortages, but there were not many tanks. So there were 80,000 people participating in the exercise, but more than 3,000 tanks were gathered. No matter which country it was, the border guards were equipped with too many tanks. No one thought it was normal except for the Soviets themselves.

The exercise lasted for a total of fourteen days. The Central Presidium of the Soviet Union held a meeting. The members gave high praise to the border guards, but also pointed out many shortcomings, such as the lack of good force clusters in conflict areas, the ineffective tank operations of the border guards and the lack of night observation of the troops. A series of measures to strengthen border guards were adopted at the meeting.

At the combat meeting of the Ministry of National Defense, Marshal Andre Grechko, Minister of Defense, said happily, "The border guard has proved the combat capability of our Soviet armed forces and can intimidate some potential enemies in a favorable way, but we should still see some shortcomings. The border guard's exercise is still lacking in intensity, but some things are still very novel, such as the strength of electronic combat, which seems to be more skilled than the Red Army."

This exercise also used hail rocket launchers, which were a 122mm 40-barrel self-propelled rocket launcher developed by the Soviet Union. The gun began to be equipped with army artillery units in 1964. Now the motorized infantry division and the artillery regiment of the Tank Division have a Type 21 rocket launcher battalion, equipped with 24 guns. It is mainly used to destroy enemy tactical nuclear weapons, fight enemy artillery, and strengthen the firepower of the regiment artillery group. It is usually arranged within a range of 26 kilometers behind the front edge of the entire front, with a suppression depth of 1,418 kilometers.
