Since the second half of 1989, Congress proposed a series of bills to sanction China. If these bills become law, it would be a major regression in Sino-US relations. In 1991, the economic and trade relations between China and the United States had actually gradually returned to normal, but because the 1992 election approached, the dispute over China's most-favored-nation treatment status resurrected and the struggle became more intense. Some American political groups put pressure on the government to thoroughly investigate MSI's technical sources, otherwise further measures would be taken. A stone of shock caused a thousand waves, which not only caused a strong rebound from the majority of Chinese students, but also caused strong protests from the Chinese government, threatening that once Americans take investigative actions or trade sanctions, China will take revenge.
