Chapter 483 Import duties and rice-28

The huge Blue Whale quickly advanced east along the Siberian coastline. A week later, the Blue Whale bypassed Cape Derzhnioff, the easternmost end of the Eurasian continent, entered the Bering Strait, and then quickly passed the strait and entered the Pacific Ocean.

Ten days later, the Blue Whale entered the Yellow Sea area of China. On the first night after entering the Yellow Sea area, Yang Jing ordered the ship to stop.

It has come early September. A typhoon has just passed by the Yellow Sea for a few days. The Yellow Sea is now calm like a big mirror.

No one knew what Yang Jing suddenly ordered the ship to stop, but no one dared to violate Yang Jing's order. Many crew members, including Captain Andre, discovered that since leaving the Tilu Islands, the power of this big money owner has become stronger and stronger. At first, the traitor Lin Dan was able to talk to the boss, but later he simply didn't even dare to say anything.

At night, the crew in the cockpit found a speedboat approaching the Blue Whale, but no one dared to leave the cabin without the instructions of the boss. The crew knew very well that the speedboat was obviously arranged by the boss, but they didn't know what the speedboat was to transport to the boss.

The bodyguards, including Chris and others, were ordered by Yang Jing to stay in their cabins to rest, but Chris and the others had already guessed what the speedboat was for.

After about six hours of docking in the Yellow Sea, the Blue Whale started again and headed straight for the island city of China.

In the cabin, the princess asked Yang Jing: "All those things were transported away?"

"Well, I've been transported away, so don't worry now."

"Then is it appropriate for you to do this? You are evading taxes." Princess asked a little worriedly.

Yang Jing smiled wryly and said, "Isn't this done? The two treasures we made this trip are of too high value. If we pay taxes according to normal procedures, your husband will have to lose everything overnight."

"But these things you are not for trading, they can be tax-free."

"That's not the case." Yang Jing shook his head, "According to the relevant tax laws of China, as long as these things enter the customs, they must pay the corresponding taxes and fees. Even if they are used for museum collections and are not sold, they must apply for approval from the relevant departments. But is this batch of documents so easy to approve? If the approval documents are completed, I don't know how long it will take for my batch of treasures."

The princess sighed helplessly after hearing this.

Speaking of which, the collection industry in China is now facing a huge sorrow, that is, it comes from the support of the country.

In China, artworks imported from abroad are all luxury goods, and they only need to pay heavy taxes. Among them, the import tariff was 12% at the earliest, but later it was reduced to 6%, and last year it was reduced to 3%. This tax rate seems very low, but don’t forget that in addition to the tariffs, there is also a value-added tax of up to 17% and a domestic business tax of 5%...

In other words, if Yang Jing auctioned an oil painting worth one million national coins from a foreign auction house, the tax he would have to pay was 1 million * 3% + 100* (1+3%) * 17% = 205,100.

This is just the tariff paid by the customs. If the painting is sold, it will still require a 5% business tax...

In other words, if an oil painting worth one million national coins is brought into the country from abroad, the tax alone will be paid more than 200,000 yuan!

And how much are the value of Yang Jing’s two treasures? Five billion US dollars? Or one hundred billion US dollars? Or higher?

Don't forget that among these two treasures, there are many works of art that are difficult to estimate, such as the bronze "David", the "Discus Thrower", and the paintings of Leonardo da Vinci and Raphael, the manuscripts of Shakespeare, Hugo and Tolstoy.

How much can these things be worth? Who dares to calculate it? Even if it is calculated, the amount of money Yang Jing has now is not enough to pay taxes!

This is also a great tragedy in the collection industry in China. In developed European and American countries such as the United States and New Zealand, the import tax rate for artworks is zero. In other words, if you bring artworks abroad to these countries, no matter how valuable it is, people will not collect taxes.

And in China, this tax rate is too heavy.

This has led to many Chinese collectors not daring to bring artworks taken from abroad back to China.

In recent years, with the rise of the Chinese economy, many Chinese collectors are now keen on the return of cultural relics. They use various methods to bring back the things of their ancestors who have been wandering overseas. Unfortunately, this heavy tax is like an indestructible gate, firmly blocking many artworks that should have been able to return to China from the country.

This has led to many collectors now transferring artworks taken from abroad to Hong Kong Island...

It’s not possible not to do this, Hong Kong Island implements zero tax rates for artworks.

It’s like on November 5, 2013, Wanda Group took Picasso’s oil painting “Two Children” at Christie’s New York for 172 million yuan. If this oil painting wants to be transported back to China, it will have to pay taxes of up to nearly 40 million yuan!

In desperation, this painting can only stay in Hong Kong Island now.

There are many similar situations.

China has indeed become rich over the years. Some wealthy collectors are also keen to spend money to buy art from abroad and transport it back to China. However, this heavy tax has extinguished many collectors' enthusiasm for collecting externally.

Without the support of relevant national policies, the return of cultural relics is a joke.

Even Yang Jing thought he was patriotic enough, but when facing such a tax policy that people could not cope with, he was helpless.

Of course, he arranged this speedboat today, but he did not intend to let the speedboat transport these treasures back to China. This speedboat is purely a cover for storage space. Yang Jing, such a valuable treasure, was worried about letting a speedboat be transported back. After the speedboat approached the Blue Whale, all of these treasures were taken into the storage space by Yang Jing.

Yang Jing will never take action, so if you do it according to normal policies, as long as you apply for the approval document, these things can be entered normally.

But Yang Jing can't afford to wait. It's very troublesome to approve this kind of approval. Even if Yang Jing has four masters to help, it will take a long time to pass the application.

But these babies are in urgent need of maintenance, so Yang Jing plans to transport them to China for maintenance first, and apply for approval documents while maintaining them. When will the approval documents be released? This is the time when these babies really appear.

It is a bit of a violation of regulations to do this, but Yang Jing believes that if the above knows the value of these treasures, they should release them. After all, Yang Jing intends to stay in China forever, rather than to make money by buying and selling, which fully meets the requirements of the application approval.

I believe the country doesn’t want to see such a precious treasure wandering abroad.

Moreover, in order to impress the upper class as soon as possible, Yang Jing also made a preparation, that is, the catastrophic armed helicopter.

Most of the weapons and equipment in China were inherited by Xi’s elder brother from the Soviet Union. Although it also carried out independent research and development and made great progress, it is undeniable that Soviet-style military weapons and equipment are still very important to China.

Just like helicopters, although China has independently developed advanced helicopters such as Z-10 and Z-20, it still has a very high-end and sophisticated armed helicopters in foreign countries.

The catastrophe developed by the former Soviet Union, namely the Mi-28 armed helicopter, was actually very interested in China.

Russia has also developed a number of famous models for the first countries to engage in helicopter research and development, such as Mi-24, Mi-171, etc. In the 1970s, the United States launched the "Advanced Armed Helicopter" project and developed the famous AH64 Apache attack helicopter. In response, the Miri Design Bureau was also ordered to develop a similar model, which is Mi-28, an attack helicopter with excellent performance, but it is a little famous. To be precise, it is not good luck!

After the first prototype of the Mi-28 was in a long-term slow development state, the project was in a long-term and slow development state, but its R&D was not suspended. Russia tried to sell the aircraft to the international market to get rid of the problem of insufficient R&D funding for the aircraft. In 1995, in the Swedish attack helicopter procurement project, the Mi-28 conducted a comparative test flight with "Apache". In almost all projects, the Mi-28 won, with only avionics being a little different, but the gap was not big. In terms of the type and function of avionics equipment, the same as in the West, but the performance parameters were lower.

The good performance of Mi-28 also attracted the attention of China, so he proposed to buy two Mi-28s first to conduct testing in China. Unfortunately, it was rejected by the Russian side because Russia refused because it was helpless. The problem was still a production problem.

Mi-28 has always been under research and development, so naturally there is no production line. It only produces two aircraft in trial production. The cost is too high, and China cannot accept it at all, and Russia cannot start the production line to produce only two aircraft. China does have a lot of interest in Mi-28, but it dares not rashly purchase a large number of models without mass production. It is a safe approach to buy only two aircraft. Only after trial use can we decide on subsequent orders. The differences caused by this naturally cannot be resolved immediately, and this matter has been delayed.

Mi-28 has been in such a contradictory state for a long time. On the one hand, it is impossible to establish and start the production line due to no orders; on the other hand, no one dares to place an order because of no mass production. However, the Russian side has never given up on the project, which is a very good-performance armed fighter.

Later, in addition to equipping the Russian army, the Mi-28 also achieved exports to the outside world. Many countries have ordered the aircraft and finally got rid of the previous difficult situation. However, when Russia promoted it to China again, it found that there was no chance. At the beginning of this century, the Chinese domestic armed helicopter Z-10 had begun to test flights. Perhaps its performance was not as good as the Mi-28, but as a domestic model, Huaxia had no reason to give up. Moreover, the Zhi-10 project has been progressing well, so China naturally lost interest in importing Mi-28, so Mi-28 lost the opportunity to settle in China.

But even so, the Chinese military is still very interested in Mi-28, even if it is brought in one for "reference". After all, Mi-28 is not comparable to the Zhi-10, and all-round backwardness cannot be compensated by saying it.

The most important thing is that the Mi-28 that Yang Jing brought is the complete version of the Mi-28N of the Russian military, which is completely different from the export version after castration. Some of the key core technologies on it are currently needed by the Chinese military. If Yang Jing handed over this Mi-28, I believe that the top Chinese military leaders would definitely welcome it very much.

This is also the main reason why Yang Jing has always asked to bring this Mi-28 back.
