089 Times and Reforms

The next morning, at 8:30, in the auditorium of the Ministry of Electric Power Hospital, the National Power System Safety Production Summary Meeting was held on time.

Although it is not as exaggerated as the Great Hall of the People, as far as the whole system conference of this scale is concerned, only two or three industries can achieve it.

More than 400 people attended the meeting this time filled the entire auditorium, including leaders of the Ministry of Electricity, leaders of relevant departments and bureaus, six major power management bureaus, leaders of power bureaus in various provinces, and leaders and production backbone of major power plants. Among them, there are twenty or thirty cadres in the department, more than 100 major power management bureaus and power bureaus, and the rest are representatives of large power plants of considerable size.

As a power plant, it is a great blessing that it can be assigned three places to participate in the meeting. I think Niu Dameng has a good relationship with the above and has achieved the standards with passion, so the North China Bureau has generously allocated it. Most of the other power plants are under the management of various provinces and municipal bureaus, so the number of places to participate in the meeting is limited.

Because Zhang Yifu was too remote and could not see the rostrum clearly, he didn't even have the chance to see his elder brother's face. However, by listening to the conference chairperson's introduction, he still basically understood the rostrum's seats. The first, second and third leaders were in the center, and there were four or five deputy ministers on the outside. Since the system was called "ministerial" this year, there was no position as a chief engineer, and the person who worked in technology could only be the title of deputy minister and deputy director.

Zhang Yifu listened from afar and basically remembered nothing. He only knew that the boss was named Zhang Zhengcheng. He couldn't see anything clearly from afar. He only knew that he was wearing a pair of black-framed glasses. Zhang Yifu was unheard of this person, regardless of his name, background, or appearance. Even if he searched for information on organizational cadres in his mind, he could not find this person.

But as soon as the leader said something and talked about the severe situation, it was a familiar smell and a drowsy feeling.

If you talk about the Ministry of Electricity, it is a tragic fate.

At the beginning of the founding of the People's Republic of China, the Ministry of Electric Power Industry was established. In the late 1950s, it merged with the Ministry of Water Resources to become the Ministry of Water Resources and Electric Power, and then it was divided into the Ministry of Electric Power and the Ministry of Water Resources. In the early 1980s, it was divided into the Ministry of Water Resources and Electric Power, and in the late 1980s, it was divided into the Ministry of Energy and the Ministry of Water Resources. In the early 1990s, it was reorganized into the Ministry of Electric Power. This was the third time. After several twists and turns, it was finally reorganized into an enterprise, from the Ministry of Electric Power to the State Power Company, and then it was split into the State Grid Company and the Southern Power Grid Company, plus several major power generation groups. The power plant where Zhang Yifu was located in his previous life was affiliated with one of the power generation groups.

On the surface, it seems that there is a separatist rule of heroes, and competition should be used to break the monopoly. In fact, the Ministry of Electric Power has only changed its form, and its essence has not changed at all. Why? Because the chairman of the head office is still a ministerial cadre, he still has to go on a career rather than contributing his life to a company; Why? Because the national conditions and political requirements are here, power supply and transmission cannot be left to the private sector. Why? Because this cake is still owned by everyone, no one has the right to grab it, let alone electricity price competition.

As an ordinary electrician at the grassroots level, there has been basically no change in work processes and promotion methods. The only thing that has changed is probably the salary and bonus.

Take 1990 as an example. Zhang Yifu's monthly salary was less than 200 yuan, which was still an undergraduate student. If he went to a restaurant outside, he might have four or five hundred yuan, let alone those who did business. After decades of reorganization into a company, he was responsible for his own profits and losses. On the one hand, he contributed taxes to the country, and on the other hand, he was bored with bonuses. The situation changed tremendously. It turned out that the power people who were suffering from wages became part of a monopoly enterprise, and their salary increased, and gradually became a group criticized and jealous of the whole society.

In fact, there is no need to do it. How much money is paid or how much sin it is. Most electricians have great work pressure and are affected by occupational diseases. The average income will indeed be higher than the normal state of society, but this is also temporary. Just like the chef's salary is more than three college students, Zhang Yifu, if the mountains and rivers are not changed, they may not be what they will look like in decades.

It is true that in this huge system, there are indeed guys who work less and get more money. They either take advantage of everything, or make money by keeping the door closed. This is inevitable. There are people like this in any industry, so there is no need to kill the electricity.

Listening to the minister's speech at this time, Zhang Yifu felt a sense of the thick and thick feeling of the times and the dust of history. Now everyone is a cadre in the system, and is considered an agency staff. He has a meager salary and a harmonious atmosphere. The society also tolerate this industry, without much irony.

You have to cherish it. In decades, countless knowledgeable people will emerge and want to break this system apart.

In the early 1990s, the integrated management of power generation, transmission and power supply was relatively high, and the leaders had far-sightedly proposed the national networking planning pattern. A cross-regional link project had already been put into production, and the entire system was in the development and integration period. 20 years later, some people were clamoring to dismantle it, just like the United States, provinces and cities were autonomous, and people were delegated to give money.

Zhang Yifu believes that many things are related to national conditions and system. It is a very special situation for the states in the United States to be autonomous, while China is centralized, which is also a very special situation. Both sides have their own advantages and disadvantages. If you do not follow the old Americans, it may not be correct.

On the contrary, he likes a unified national power grid, and takes a look at the national situation in a dispatch room. It is a unique sense of beauty and regularity. We can allow wind power to operate at full power and supply wind power from Inner Mongolia to North China; we can make the water and electricity in Sanxia more, thereby saving some valuable coal resources; we can continuously optimize the dispatching operation, forming a large pattern of national resource allocation, making the cost of each kilowatt-hour and the efficiency of each sum of money higher.

Zhang Yifu believes that this is something that the Americans dream of, but their national system is completely certain, and they are not as good as us to do this.

Of course, perhaps Zhang Yifu's vision is not broad enough. As an insider, he has such naive imagination. As the saying goes, no need to worry about lack of things but unevenness. No one cares about your efficiency and cost. More people only see you as delicious and spicy, but not your great achievements over the years. Then whatever you do and say is useless.

...

"Wake up, let's go."

A familiar voice awakened Zhang Yifu. He was confused and saw the abortion rushing out of the passage in front of him. A girl with long hair in a neat white shirt was looking at him with a smile.

"Oh...you are here too..." Zhang Yifu shook his head quickly, got up and smiled, "I've overslept."

The cadres who walked around couldn't help but cover their faces and smile.
