Why are there cloud plans but no Beijing plans, and Hebei plans?

The reason is too simple, energy.

A core reference of the power industry is energy composition and choice. Generally speaking, relying on the mountains and seas to live on the sea. When it comes to power generation, it means relying on coal to eat coal and water to eat water.

There is no doubt that southern Yunnan should rely on water, and the future trend is to try not to rely on coal.

In terms of the theoretical amount of water resources, the provinces and cities are divided into the third place, and southern Yunnan ranks third.

The number one ranks first is neither the northern Hubei province of Qianhu where Sanxi is located, nor the southern Henan raised by the mother river, but Xizone. This is a very basic thing for those who engage in hydrology and water conservancy, but it is difficult for outsiders to understand. In fact, you will understand it with just a little thought.

The rivers we can see are not the main body of water resources, the snow-capped mountains that have long stood there.

The peaks of the Xirot Plateau are towering into the clouds and endlessly, with a lake on the top of each snow-capped mountain. In terms of the theoretical accumulation, Xirot is the province with 1700 billion degrees (years), which is roughly equivalent to the national power generation in 2003, which is much higher than the second place.

But after all, it’s a snow mountain, so it’s not convenient to use... It’s not appropriate to use it, right?

To this end, we have defined two terms "technical resource development" and "economic resource development". It can be understood literally. Technology development means "I can do it or can it do it", and economic development means further screening and selecting the economically beneficial part.

After such scientific analysis, the remaining economically developed water resources of Xizan were less than 40 billion kWh, and the original total amount was less than 3%. The complex geographical geological environment, deserted areas, and the difficulty of power transmission jointly determined this number.

On the other hand, the second and third places were not affected by much. Most of the water resources contained can be economically developed.

These two provinces have a common feature, both are just on the edge of the plateau. The first level of water flowing down from the snow-capped mountains passes here. They have obvious terrain gradients, high potential energy for the water flow, vigorous flow, and high efficiency.

The last data of these two economic development resources are similar, namely 530 billion degrees in Sichuan and 470 billion degrees in southern Yunnan.

There is no doubt that everyone has set their sights on Sichuan. Countless dams and high dams are in the plan. It will also become the largest province of hydropower in China in the future. Unfortunately, it is basically not glorious, mainly because it is scolded. So the focus really does not need to be on the Three Rivers. Sichuan is even more overdoing. The Dadu River alone has a 28-level power station. The river water has just been exploited by the previous power station and not long after it is free, it hits the second one.

Development is for production and living needs, and this step must always be taken.

Over-development is not so simple, but more about the competition for resources and selfish desires.

The dense hydropower stations in Sichuan are essentially different from the so-called thousands of hydropower stations in southern Yunnan at this time. In southern Yunnan, this is a large number. In fact, they are all done on small tributaries. Most of them have not built decent dams. They are small power stations that can be rotated with small turbines. It is enough to allow the electric lights in our village to be on.

The Sichuan River is different. Most of them are dams that block rivers and rob rivers. Because ghosts think this is too much, later public opinion should attribute the frequent earthquakes to this. Each family has its own opinions.

Compared with Sichuan, southern Yunnan is much more harmonious. Although there are many, most of them are very casual. Although there are many rivers, I only take a small scoop and there are several large power stations, but they are evenly distributed and can be stopped.

This is what Zhang Yifu wants to plan this time.

He knew that he had no ability and no time to go to Sichuan to make trouble. This was an unstoppable trend. Without World War II, human beings would never engrave the suffering of war in their souls.

But such a beautiful place in southern Yunnan should be as beautiful as possible.

Of course, water resources can be developed, but we should choose the places where the water flow is most suitable. If possible, try to make it loose and moderate, so that our investment in hydropower construction will be used on the edge and do not over-develop.

The three major water systems of Jinsha River, Lancang River and Nujiang River are naturally the main targets of investigation. Combining the relevant technical information in your mind, we will build a suitable development plan. I hope someone can notice it.

Of course, the cloud plan is much more than that.

Wind power is also an interesting thing in southern Yunnan, and the statements and policies are always changing.

The first thing to say is that Feng Shui complements each other. As a natural energy source, it is inevitable that the flow of rivers will be divided into aquatic and dry seasons. In addition to the flood season, hydropower stations can only operate at low loads for a long time throughout the year, or shut down many units. At this time, it is the best space for wind power to play, and the dry season happens to be strong wind season!

Although there are many forest areas and complex terrain in southern Yunnan, the land is vast and sparsely populated, and the annual flow is guaranteed and there is full development potential.

However, we should be more cautious in this regard. The impact of wind resources on cities and climate is very direct, such as smog, smog or smog...

Because of these factors, the subsequent wind power policy in southern Yunnan continued to change. Sometimes, there was a lot of encouragement, and then suddenly all of them were stopped.

Of course, environmental considerations are second and the most critical reason is the third largest point of power transmission in the cloud plan.

This is also a long-standing problem. As a key focus of the country and the Ministry’s focus on projects, the power transmission facilities must be in place before the power station is completed. For example, Sanxi or Beimo, they all wish that the troops would move and the food and grass should go first.

The power development in southern Yunnan basically depends on its own efforts. Without the strong support from the central power transmission infrastructure, such high costs and expenses have always left southern Yunnan with insufficient energy. Many hydropower and wind power facilities have been planned in place and are even ready to be put into production, but they have to face the situation where the transmission has not kept up.

So, it is so important to let a group of people with a clear mind, knowledgeable and forward-looking vision plan the development of electricity in southern Yunnan? What a noble thing it is to benefit contemporary fame and interests while avoiding borrowing money from their descendants to repay their debts.
