Chapter 37 Class Law
It took two consecutive days, and the thunder was hit a few times, but there was no rain. It seemed that water was about to drip from the air, and there was no wind, and I was sweating all over while standing still. Qinzhou City in the Wei River Valley, when it encountered such weather, it was like a steamer.
Suddenly, the sound of horse hooves came from a distance, and in this dull weather, it seemed like thunder was happening.
Sure enough, someone treated it as thunder. A thin man looked up at the sky and whispered: "God, hurry up and make the rain. If you continue like this, your body will become moldy!"
The person next to him said disdainfully: "Does your ears break? The sound of horse hooves can be heard as thunder! The children of Qinzhou have been used to riding horses since childhood. Can they hear this wrong? It's a joke if you tell it out for nothing!"
Not far away, a team of soldiers looking at the city gates surged out from the wide open city gates, dispersing the people who were blocking the city gates and yelled loudly: "The imperial guards who were practicing are back, and Ji Shuai is back home. What kind of rituals do you have to block here?"
After going down Xiaolong Mountain and entering the valley road, it was like this dull weather. It was just two different worlds from the cool Guanshan grassland. Xu Ping rode on the horse and felt a little breathless and couldn't help but frown.
The exercise was generally successful, and there were many problems reflected. The imperial guards needed to make further rectification. The most serious thing was that the new deputy and officials of the military commanders were hostile to the original commanders, especially middle and lower-level officers. The salary was paid, logistics supplies and material purchases were cut out from the powers of the military commanders, and there were great complaints. As for other lost directions, wrong paths, and they could not arrive on time. Even more than thirty people died during the march, and more were injured and disabled. Compared with the conflicts in the army, it seemed less serious.
The most difficult thing now is the conflict between Xu Ping and two eunuchs who came to supervise the army.
In the army, Xu Ping's original intention was to divide the power of commanding soldiers and transform the army from the personal control of commanding soldiers to the control of commanding soldiers. This is a necessity to break the tendency of warlordization. The army no longer relies solely on people, but more on institutionalized management. Whether it is training or combat, it no longer relies solely on the personal bravery of commanding soldiers, nor on their combat experience and inspiration. Everything has rules to follow, scientific decisions, and acts according to the system. However, in this way, the deputy and the chief positions are no longer clear boundaries, and the army is no longer the one-man rule for commanding soldiers, which violates the fundamental ** and class law of the Song Dynasty army.
The class law was inherited from the late Tang and Five Dynasties. The basic spirit was to implement a strict hierarchy system in the army, with one level suppressing one level. The superiors had absolute authority over the subordinates, and the subordinates had absolutely obedience to the superiors. The class law was originally implemented in the imperial guards, and it was expanded to the wing army during the Dazhong Xiangfu period of Zhenzong. From the command of the wing to the lowest level, all officers were subject to it.
Under the class law, the lowest-level officers can humiliate, beat and scold soldiers at will, and do whatever they want. If the soldiers violate the class law, they will violate the class law, either die or be worthy. If they violate the class law, the upper army of the imperial army will be executed immediately, and the lower army and the wing army will be matched. The same is true between the officers, and the superiors have the power of life and death of the subordinates. Because the class law strictly distinguishes one level and one level, the orders of the superiors must not be disobeyed. Even if the superior officer commits a crime, the subordinates cannot report it, otherwise the crime will be ruled according to the class law first.
Now the deputy officers in the army have the right to compete with the officers of the full-time commander, and the class law was abolished at their level. This made Wang Shougui and Gan Zhaoji extremely panicked, believing that Xu Ping had changed his ancestral law and had an extremely serious quarrel in the Guanshan grassland. Gan Zhaoji himself was also restrained under the restrictions of the class law, so Wang Shougui directly wanted to return to Beijing to file a complaint.
Xu Ping was very annoyed and had been thinking about a solution, coupled with the annoying weather, which made him angry.
Judging from the legal provisions alone, the Song army's military laws were extremely strict and very detailed, and they committed death penalty at any time in the army. In fact, such harsh and detailed military laws were not feasible. If they were killed according to the military laws, there was no need to fight. From generals to soldiers along the border, they would have to kill at least 20% of them first. Even Xu Ping himself might have to hang out according to the military laws. In the chaotic times of the Five Dynasties, the warlords took great profits on the one hand, and used harsh laws on the other hand. Anyway, the lives of people at that time were not worth much, and the rest of the killing was to follow him to fight. Now in a normal era, how could this be possible?
Too superstitious about violence and believe that violence can solve all problems is unscientific. Any matter has its own objective laws. If you do not act according to the rules of the guest, you will eventually be bleeding. The fundamental reason is that the ruler does not regard military power as a member of his own people, but regards it as a minion of the court and a tamed beast. He must be managed with iron chains and whips. The problem is that history has proved, which is a ridiculous idea. How can Xu Ping follow it?
On the one hand, it is a rigorous and meticulous military law. In the literal sense, this should be a strong army that is disciplined and orderly, and makes everyone bravely move forward, from top to bottom, like a body and arm, fingers, wherever they point, wherever they fight. In fact, every time I talk about class law in the army, this is also a scene depicted by the monarchs and ministers of the Song Dynasty. Winning a war is the credit of strict class law, and losing is the class law not strict enough, and not enough kills on the rules.
On the other hand, the actual results were not only the reunification of the southward period of Taizu, but after Taizong, even if they were fighting the Northern Han, they encountered many setbacks. Later, they started a war with the Khitan and Dangxiang. Not only could they not win against the enemy, but they also repeatedly showed embarrassing scenes of the main generals being afraid and the army was disintegrated. Looking around, the Song army, which held the most harsh military laws, had no enemy that could be won.
The funniest thing is that monarchs who have been defeated in foreign countries, such as Emperor Taizong of Song and Emperor Zhenzong of Song, have continuously strengthened class laws and explained the benefits of class laws to the ministers in the court. As long as the class in the army is strict, the army will be invincible.
The harsh military law was not very enforceable. In peacetime, even the imperial guards who were well-treated were constantly fleeing. If they were really enforced according to the military law, there would be no need to fight. An army would take five or six years to kill all those who did not escape. So they had to enforce the law selectively. In addition, Taizong and Zhenzong deliberately used lower-level officers and soldiers to restrain senior commanders, so the military law could only stay on paper.
The law is either simple and severe, or strict but not cool, so that it can be enforceable and achieve the expected role. It must be strict and the law should be managed in everything, and it must be severely punished. It is either dead or disabled at any time, which is the consequence of Qin law.
In this world, the more beautiful things look on paper, the more unrealistic they are. If you force them down, you will only go in the opposite direction. There is no way, our world is so imperfect, and if you pursue perfection, you can only live in an illusory world.
Laws with strong enforcement must be inclusive, either less restrictive, or if they are punished, they will be severely punished. Or if they are restricted, they must be controlled by everything, and the punishment will definitely not be severe. If you want to have both, it is almost the same as if they have or not. Perhaps it is better to have nothing.
If you use severe punishment in troubled times, which law in troubled times has clear provisions and pursues fairness and justice?
The problems facing Xu Ping now are either to delete and merge military law provisions on a large scale, or to reduce the punishment so that the commanders will no longer be slashed in their heads if they have any disagreements. But now, with just one class law, the two eunuchs will be sad at the level of supervising the army. 8)
