It has been 21 years since the launch of the special fund for high-quality films in 1996. The annual investment of RMB 100 million is a considerable amount of funds for the film industry. Why charge this money?

There are two reasons.

On the one hand, this is a historical problem. In the early 1990s, when digital technology replaced film, most theaters across the country had no funds to replace digital film projectors. It was the investment of "China Film Digital" that completed the equipment upgrade, which made indelible achievements in the digitalization process of Chinese films.

To this day, at least 70% of theaters across the country are still using digital projectors of "China Film Digital", so it needs to be paid.

On the other hand, as of the end of 2016, at least half of the digital films in the country were distributed by "China Film Digital". If you ask your partner why you have to pay it?

The screening secret key can be made through DCP, but most of the projectors in theaters are invested by "China Film Digital", so it does not recognize the secret keys made by other units, especially private enterprises.

As of the end of 2017, the secret keys for the films released in mainland China were either produced by "China Film Digital", "Hua Film" or produced by the National Press and Publishing **** Film Digital Program Management Center, and there is no other possibility.

When every theater in the country was first established, it would obtain an 8-digit code from the National Press and Publication Film Bureau, which is the unique identification code; does the server of every theater in the country also have a unique identifier similar to the network IP address? Before any film is displayed, a dedicated and individual key is required to read the digital copy and be displayed.

To make a digital copy, "China Film Digital" will charge the issuer 300 yuan. A video distributed to cities at all provinces and levels across the country requires about 2,000 digital copies, totaling 300×2,000=600,000 yuan. This fee is the "copy fee", which is borne by the publisher or producer.

Two thousand years later, although videos can be transmitted through satellites or clouds, since a digital movie is generally above 100G (3D is about 200G, IMAX or China giant screen is about 400G), the network bandwidth of the theater is required to be very high, generally gigabit optical fiber is required, and the transmission stability and security are often not guaranteed.

Therefore, as of the end of 2016, digital copying of mail/express are still mainly used, which is no essential difference from the "running film" in the film era.

So, is it 1% or 3%?

It is like this: the smaller the box office, the more state supports it. Therefore, "China Film Number" collects 1% of movies with box office results below 600 million yuan, 2% of movies with box offices exceeding 800 million yuan, and 3% of movies with box offices exceeding 900 million yuan...
