At present and in the future, energy and military industry are the highlights of China-Russia economic and trade cooperation. Russian interest groups with large enterprises as the core are increasingly becoming the main body of China-Russia economic and trade cooperation, and their impact on bilateral economic and trade development is gradually increasing.

The corporate behavior of Russian interest groups affects each other with national policies. Government decisions must not ignore the ideas of interest groups, while interest groups try to influence the country's foreign policy more.

The impact of interest groups on China-Russia economic and trade cooperation is twofold: on the one hand, Russian interest groups actively participate in China-Russia economic and trade cooperation due to huge business opportunities, which has promoted the upgrading of the bilateral economic and trade structure. Without their participation, many large-scale cooperation projects will be difficult to put on the agenda; on the other hand, since interest groups and China are still in a running-in period, their complex mentality of cooperation with China and their mutual interest struggles often affect the fish, which to a certain extent restricts the promotion of certain China-Russia cooperation projects.

Since Putin came to power, he attached great importance to the development of the Far East and East Siberia. He regarded it as an important part of maintaining Russia's territorial integrity and national security. Against this background, the Far East and East Siberia's position in diplomatic decision-making mechanisms has also increased accordingly, especially in its decision-making on China.

The leaders of the Russian Far East region have also been complex in their attitude towards China-Russia economic and trade. On the one hand, they hope to accelerate economic and trade cooperation with China to promote regional economic cooperation; on the other hand, they often hope to use China as a bargaining chip to maximize their interests in economic cooperation with other Northeast Asian countries in bargaining with the central government of the Russian Federation.

At present, local forces in the Far East and Siberia mainly influence decisions on China by directly doing the work of senior Russian leaders such as Putin, through security meetings, the State Council and the Federal Council.
