Chapter 718 "Federation and Union Charter"

A law with a long name, short length, but significant significance and far-reaching influence has spread. Its full name is "The Charter of the International Wizards Federation and the International Pan-Magic Alliance".

This law, born under a special background, has its own unique charm. In addition to regulating the responsibilities, rights and obligations of all wizards, it also stipulates a series of issues such as handling the relationship between the magic world and the non-magic world, short, medium and long-term goals, and straightening out the management boundaries between both parties.

This is also the first time that the "International Pan-Magic Alliance" has officially appeared in the legal provisions

Its influence is even more profound, which means that the spontaneous Pan-Magic Alliance branch established by various countries is no longer a loose regional organization, and it almost reveals to the world that the International Pan-Magic Alliance will play an important role in the future.

Along with the "United Nations and Alliance Charter", there was also an order issued from the United Headquarters: All wizards have a book. Even those wizards hidden in corners are transferred to them through friends or local Ministry of Magic staff.

At school, Harry held a club event before Halloween, and they were eating and drinking while chatting about the contents.

"Many black wizards have suffered." Ron said with a smile. "They are really unlucky lately and have been sifted over and over like lice."

"I heard from my mother that they also want to study in prison." Neville's eyes flashed with excitement. Harry thought it was a gloating, but this emotion was too rare for Neville to appear.

"It's true, and it's more demanding." Susan Bones's mouth curled up.

"Relive the busy time of the O.Ls exam, it really makes life unloving." Compared with Neville, Daphne Grindras smiled very brightly.

"Dad considers illustrations for every law," Luna said.

"I will buy it for collection, Luna," said Hermione, holding the pamphlet excitedly, "In addition to the preface and conclusion, the "United States and Consortium Charter" is divided into seven chapters in total, each of which corresponds to a major theme. The seven chapters are

General Convention on Magical Realm;

Principles of interaction between the magical world and the non-magical world (family);

The Ministry of Magic and social organizations’ rights, responsibilities and obligations;

norms for magical animals, ghosts, and magical phenomena;

Humanoid racial rights, responsibilities and obligations;

Cooperate with the non-magical world to suggest chrysanthemum;

Disputes, conflict resolution and necessary measures are short and concise, covering almost all aspects. And I noticed that the new law absorbs some of the provisions of the confidentiality law…”

This is natural. The complete exposure of wizards does not mean that all the original laws are no longer applicable. For example, the requirements for wizards' dressing, wizards no longer need to disguise themselves as before (although most wizards have never done this before, since the confidentiality law came into effect, improper clothing is one of the most common illegal acts). This part of the content has been greatly reduced, and only two items are retained: exposing the lower body in public; wearing clothes and accessories that are prone to misunderstandings is prohibited.

Harry stared at his eyes, wondering who proposed to keep the first one. Could it be that the wizard has a habit of revealing his body? But he couldn't help but think of the old wizard in a dress he met during the Quidditch World Cup...

"What are clothes and accessories that are prone to misunderstandings?" Justin was a little puzzled.

Hermione was about to speak, but Ernie McMillan interrupted, "I feel like I'm a little bit late. My uncle mentioned it when he wrote... Last week, a witch was interviewed on the street. A reporter asked if the pumpkin hat he wore was a strange habit. He said he was preparing for Halloween."

"It sounds quite normal." Justin said in wonder.

"It's not over yet," Ernie said with a smile, "That person demonstrated it to the reporter, and a stack of living bats flew out of the mouth of the ghost pumpkin, which scared the reporter and the photographer very much." Several students laughed, only Hermione said with a stern face: "The follow-up processing is quite troublesome. The Muggle animal protection organization accused the wizard of animal abuse."

At this time, Hannah Aibo stared at the booklet and asked, "But Article 13 of Chapter 2 mentioned that you can demonstrate magic to Muggles."

"With invitation or special locations, such as New Diagon Alley, the wizard should try not to attract attention when casting spells near the Muggle community." Hermione added, and after saying that, she shrugged herself, "Actually, I found that many of the wizard's laws are not so strict, but judged based on the actual situation and the severity of the problem. If I perform tricks on my parents at home, there will definitely be no problems at all."

But the students present were attracted by another word she said, and Luna hummed a weird tune and said, "New Diagon Alley, I really want to go and have a look."

...

Amelia Bones, who returned to the office, looked at the documents piled up on the table, his eyes wide open, and he couldn't even see a tabletop as big as a palm on the table. She stood there in a daze, and Felix felt that she seemed to be suffocating. Fortunately, Mr. Weislai came to deliver the documents at this time and told her that there was only a small part of the documents that needed to be processed.

"The rest is something that feels necessary to let you know," Mr. Weisley explained.

Ms. Borns rolled up her sleeves and pulled out her monocles from her pocket, as if she was about to have a big fight.

"It's not bad for these few hours, Amelia. There should be no major event when the sky falls, right?" Felix looked at Mr. Weislai, who immediately said with a sense of concern: "No, and the minister has taken time to come back. If there is any special urgent matter, we will report it."

"Let's have a drink together." Felix summoned a bottle of wine from the air. They sat on the sofa for reception, chatting while drinking. Mr. Weislai took off his glasses and rubbed his shiny forehead. Felix noticed that his hair volume was obviously reduced.

Bones sat on the sofa, took a sip of wine, shook his cup and said, "Arthur, how is your new department running?"

"Everything is good." Mr. Weislai cheered up and said, "Not Sclinger's side, we have carried out several cooperations with the Muggle government. The Muggle Prime Minister specially approved a small piece of land in the city. I took my new colleagues to work for three days to transform a small diagonal alley street, and tourists are endless. Some activities such as the issuance of magic books, and gifts are held there. Several companies responded to the call of the Ministry of Magic, such as the Prophet Daily and the Singing Against Talent. They distributed thousands of newspapers and magazines to tourists for free."

Felix guessed from Mr. Wesley's expression that he had contacted more people during this period than he had in the previous half of his life.

"You mean to be free to tourists? Confiscated money?" Ms. Bones asked curiously: "I don't know much about Lovegood, the editor-in-chief of the opposite tune, but the Prophet Daily..."

"There are all previous newspapers or magazines that have not been sold, and they have little impact on them," explained Mr. Weisley.

"Are there any merchants now moving in for the new Diagon Alley?" Felix asked.

"Not yet, but I have made some preparations in advance." Mr. Weislai said: "We contacted the parents of the young wizards from the Muggle family and asked if they were interested in opening a store in New Diagon Alley. In fact, many of them are squibs or similar. Mr. Ollivand told me that at least they can use their exclusive wands and can take up their posts with a little training."

"Have you contacted by the Squid Equity Association?" Ms. Bones asked. "They may be interested."

Mr. Weislai nodded first, then shook his head. "I've contacted, but their willingness is not strong." Seeing the slightly surprised gazes of Felix and Ms. Bones, he smiled for the first time. "Most of the people who know their squin identity have relatives alive, and many families are happy to find their children."

“Is there any news?”

"I think...After signing the contract, more than a dozen anti-wizard parades broke out one after another, but the momentum was not great. Our protection magic can ensure that people with malicious intentions cannot enter, and the Muggle firearms will also fail."

"The situation is very good." Ms. Bones said excitedly.

"Some accidents happened," Mr. Weisley took out his handkerchief to wipe his sweat, "and two exclusive wands were accidentally lost during the event."

"What's going on?" Ms. Bones asked with a serious expression on her face.

"Didn't the previous plan to roughly estimate the number of squid guns? Three days ago, we held an event to experience the exclusive wand among tourists. Mr. Ollivand further improved the exclusive wand. I don't know the principle he said. It is probably to use some magical animals materials to improve the sensitivity of the exclusive wand... In short, there is a relatively rough result, and the data is about 200 to one."

Felix nodded slightly, rubbing his chin and said, "So there are about 300,000 squibs in the UK? No, this word is not accurate. Most of them should have a worse perception of magic, and they cannot even see ordinary magic phenomena, such as ghosts and dementors."

"That's right," Mr. Weisley agreed: "Mr. Ollivand believes that even with the exclusive wand, there are a few people who can cast spells smoothly. The silent people of the Department of Mystery proposed a possibility: magic is like a tide, starting from the first generation of squibs, the magical ability gradually slipped down, and then at a certain generation of people, it became more and more obvious..."

"This guess is quite interesting." Felix said with interest.

If the idea is true, then the parents and immediate relatives of the Muggle-born wizard may use the exclusive wand. But after all, they are old and the thin magic power present in their bodies (or in their souls) is almost impossible to mobilize, so they can only use the exclusive wand to release the set magic tricks.

"But during the event, a Muggle suddenly rushed out and snatched two exclusive wands from the staff. The law enforcement officers of the Muggle government did not catch up. Our people were worried about using powerful spells. In short, they were fled to a residential area by the gangsters." Mr. Weislai said: "Sclinger and the people from the Muggle government are responsible for joining forces to investigate this matter."

"Didn't the exclusive wand you used for testing have the tracing magic attached to it?" asked Ms. Bones.

"It's not too late."

Unlike Ms. Bones's serious expression, Felix didn't take it seriously. "Let them check it slowly. There will be more and more such things in the future. We just need to plug loopholes. Whether it is tracking silk or positioning magic, this kind of problem can be avoided."

Upon hearing this, Ms. Bones' expression eased, and a knock sounded outside the door. Sclinger pushed the door in, his thick tea-brown hair mixed with strands of gray, and the wrinkles on his face became darker, and he looked much older. Ms. Bones also asked him to sit down, and sure enough, he came to report on the exclusive wand.

"The person was found, and the court will be held in two weeks. I will attend the trial in person." Sclinger said that this was the 132 illegal acts involving both wizards and muggles. From complaints about magic tricks, to flooding a whole room, and not releasing fireworks at the prescribed location to ignite a tree. As a result, they were basically fined. However, because it was joint law enforcement, the first violation of the law may become a case of future punishment, so he always appeared conscientiously.

"Rufus, you can give some of your work to others," Ms. Bones comforted him.

"It's good to be busy with this time," said Sclinger, "Amelia, I will copy you every judgment, and there are comments from other Wisengamo members. You'd better read it once. According to the agreement between the two parties, if there is no objection, the new law will be approved and effective in the second year. It will be added as appropriate every year."

“So the information on the desk”

"Ah, there are two stacks of mine."

"Rufus, you need rest, or help, or your body will be exhausted," Ms. Bones whispered.

"I always have to do something, and I'm not at ease to leave it to others." Sclinger said coldly.

Ms. Bones wanted to persuade her again, and Felix said a name: "Batty Crouch."

The three of them looked at him at the same time.

"As far as I know, Barty Crouch is very good at legal provisions. He has disappeared from the public's sight for nearly three years. If he has the will," Felix said slowly, rubbing his chin, "Well, I think he may be a little discouraged by those things, but he is a tenacious person. If someone told him that the Ministry of Magic needs him, I think he would agree without hesitation... The lobbyist's candidate should have a good relationship with him, maybe he was his former subordinate or a good friend, but he must be a harsh attitude, stubborn, and be a little crazy..."

Ms. Bones twitched the corners of her mouth, and turned her head and looked at Sclinger with Mr. Wesley. There seemed to be a candidate here.

"Batty Crouch is still serving his sentence." Sclinger stared at Felix and said in a deep voice.

The two people's eyes collided in mid-air. For them, some things had passed long ago. No one would come up with old accounts. Felix also killed Crouch Jrouch himself, but he still recommended Barty Crouch, but the differences in ideas still exist. Sclinger is a tried and tested veteran, and to some extent, he inherited the Crouch Jrouch's philosophy.
