In response to these situations, Wang Yunpeng suggested to the Executive Committee that the required machinery and equipment should be introduced from Germany as soon as possible to complete these projects, from the construction of Qingdao Shipyard and Qingdao Arsenal to meet the needs of the Crossing Group, and in addition to strengthening the technical training of Chinese workers. However, it takes time to cultivate technical jobs, and it is best to recruit a group of experienced technical workers. Although there were not many industrial workers in China at this time, and there were not even a class, there were still a large number of industrial workers in a few places, one was Shanghai and the other was Tianjin. Because Shanghai and Tianjin were the most active place in the Westernization Movement, many enterprises were established in these two places, and therefore a group of industrial workers were also cultivated. The Crossing Group promised to recruit more of these workers with high salaries.

In addition, in the past secret agreement between the Time Travel Group and Germany, the Time Travel Group also reached an agreement to purchase a complete set of mechanical equipment for a steel plant and a thermal power plant from Germany.
