Chapter 162 Operation of the Ministry of Agriculture (3)

The rural land distribution system is that Li Songchen proposed that the public ownership of land should be directly implemented, that is, first collect the land as owned by the crossing group government, and then the government allocates the land to farmers for cultivation, but farmers only have the right to use the land and do not have the ownership of the land.

This also caused uncontroversy. Jia Zhenzhao was puzzled: "Is it too early to implement public land ownership now? Of course, I did not oppose public land ownership, but in the old time and space, our ancestors did not implement public land ownership at the beginning, but directly allocated land to farmers. It was not until they gained national power that they began to implement public land ownership reform. Therefore, should we also learn these experiences?"

Zhao Rui, deputy minister of the Ministry of Finance, also said: "As far as I know, as for the current land conditions in Tianjin, there are still some farmers who own their own land. If we implement public land ownership now, although farmers still have the right to use the land, they are not as good as ownership. Therefore, they may not be willing to accept public land ownership. Our current power is not enough. Will forcibly implementing public land ownership arouse a rebound from farmers? This is not beneficial to our rule."

Now the Crossing Group has not established a land-related department, so the land distribution system is currently held accountable by the Ministry of Agriculture, which has nothing to do with the Ministry of Finance. However, the rural tax system is closely related to the land distribution system, and it is also related to the rule of the Crossing Group. It is reasonable for the Ministry of Finance to be quite concerned about the land distribution system.

Li Songchen bowed his head and said, "You are worried that makes sense. However, I propose that the public ownership of land is not a one-size-fits-all approach. According to my adjustment, the land in Tianjin is generally divided into two situations. One is that farmers have their own land, and the other is that the abandoned land can be basically considered unowned land due to war. The land can be temporarily unchanged, while the other unowned land can be collected as public ownership and distributed uniformly by the government. In this way, the main body of the land system is public ownership, and a small part of private land can be gradually converted into public ownership through policy guidance and compensation. Even if it cannot be fully publicly owned by the land, a very small amount of private land will not affect the overall situation. Not only in Tianjin, but other places, such as after we occupy Shandong, can also adopt the same land distribution system."

Zhu Nanzhen, another deputy minister of the Ministry of Finance, frowned and said, "The situation in Tianjin is very special. Because the Eight-Nation Alliance invaded, a large number of people fled, so there is a large number of unowned farmland. However, there is no such good thing in other places. The land is owned by the owner. How can we implement public ownership of land?"

Li Songchen said: "This practice that we can learn from the old time and space is to fight the local tyrants and divide the land. According to the historical situation of the old time and space, as well as what I understand, the land annexation in this era is very serious. Most of the land is occupied by landlords, and self-cultivated farmers are only a very small number. Therefore, as long as we take over the landlords and local tyrants and collect it as public ownership, we can basically ensure that the public ownership of the land is the main body."

After a pause, Li Songchen said: "We do have advanced science and technology, but we also lack sufficient development funds and motivation. Moreover, this era is an era where jungle laws are rampant. Imperialist countries will not give us enough time to develop peacefully. Therefore, if China wants to develop rapidly, it can only collect most of the land as state-owned, the state directly manages the countryside, eliminates the landlord class, and incorporates the income exploited by landlords into the agricultural tax and collects it as the treasury. Of course, it will also leave a part for farmers. Then, using the scissors gap in the agricultural industry, invest the various resources collected from the countryside into industrial construction and develop industry. In this way, industrial achievements can be used to feed back agriculture and achieve the comprehensive development of the entire China. Apart from this, there is absolutely no second way to go. This is also the historical experience of the old time and space."

In the old time and space, the ancestors of the time travelers actively carried out land reform movements from the moment they embarked on armed seizing power, confiscating land from the landlord class and allocating them to farmers with no land and little land, which greatly stimulated the enthusiasm of farmers for labor, and also allowed the ancestors of the time travelers to gain the support of the vast number of farmers and finally achieved a comprehensive victory. Whether it was the winner of this war, the loser admitted that the factors of land reform were actually greater than the factors on the battlefield.

However, due to the land reform movement at that time, the ownership and use rights of land were not treated separately, so many imperfect places were left behind. At the beginning of the founding of New China, rural land occupied free of charge, random occupation, and excessive occupation occurred from time to time, and a new round of land annexation also showed signs of rising. Therefore, from 195 to 1956, China carried out another land transformation, which officially established the public ownership of land and completely separated the ownership and use rights of land.

In the following decades, China's land system has undergone multiple adjustments to further improve the land contract management rights, allowing farmers to transfer land contract management rights in the form of subcontracting, leasing, swap, transfer, shareholding cooperation, etc., and develop various forms of moderate-scale operations. Places with conditions can develop large-scale business entities such as professional households, family farms, and farmers' professional cooperatives. However, the transfer of land contract management rights has not changed the nature of the land and cannot change the purpose of the land, thus fundamentally cutting off land annexation.

Of course, the land transformation movement after the founding of New China became a malicious commentator, and the target of the losers' heavy attack was to distribute the land to farmers before taking power to win the hearts of the people. However, after seizing the power, they immediately turned against each other and took the land away from the farmers. Even the land shortage caused by domestic production and natural disasters were also blamed on the land system of New China.

In fact, the land transformation movement after the founding of New China was a supplement to the previous land reform movement. The two were inseparable. Without the later land transformation movement, the previous land transformation movement was just a cycle of "distribution-animation-distribution" of land in Chinese history.

Therefore, Li Songchen proposed that since the experience of the old time and space proved that public ownership of land must be implemented in China, then the land should be directly collected as state-owned. Even if all the land cannot be collected as state-owned, most of the land should be collected as state-owned and redistributed to farmers.

After listening to Li Songchen's explanation, although everyone did not fully agree, it was not good to have anything to do. After all, the land system is not the scope of power of the Ministry of Finance and the Ministry of Human Resources, so let the Executive Committee decide.

According to Li Songchen's proposal, land allocation is not based on households, but on population. Each adult labor can be divided into five acres of land. Minors over ten years old can be divided into three acres of land, and after adulthood, they can be added to two acres. In this way, based on five to six households, they can be divided into about twenty acres of land, which can basically ensure the life of a household.

The right to use the land can be defined as a lifetime system, but it cannot be subcontracted, rented, exchanged, or transferred, and it will change with the owner of the land use right. If the owner of the land use right forms a new household registration due to marriage and separate households, the land will also change. If the owner of the land use right dies or violates relevant laws, the land use right will be collected as state-owned and redistributed. If a new member of the family appears, after the age of ten, he can also apply to the township government to allocate land.

Farmers own land and own the ownership rights can decide to subcontract, rent, exchange, and transfer, but the object of the exchange can only be other own land. When the own land is transferred, the government has priority acquisition rights. However, if the own land does not meet the land allocation standards, you can also apply to the township government to get supplementary, but the supplementary land only has the right to operate and does not have the ownership rights.

The rural tax system is currently temporarily adopting the method of physical local tax. This is because the Time Travel Group does not have its own currency circulating and does not have a special agricultural purchase management department. In this era, China's financial system and monetary system are very chaotic, so it is better to use the method of physical local tax. After the Time Travel Group establishes its own perfect financial system and improves the construction of institutions, monetary tax will be implemented.

Whether it is owned or state-owned land, 40% of the real estate income is collected uniformly, and it is collected in one go, with no other taxes or later service. The rest after the tax is paid can be handled by farmers themselves, but the government has the right to take priority to purchase. This tax standard is also based on the current income of farmers in Tianjin. Generally, farmers generally pay more than 50%, while some hired farmers even exceed 60%. Therefore, 40% of the tax has actually reduced the considerable burden on farmers.

The Ministry of Finance has no objection to the tax standards formulated by Li Songchen, because the Ministry of Finance now urgently needs a stable source of income, otherwise the Ministry of Finance will have no existing value. On the other hand, in the previous battles, although the Time Travel Group seized huge wealth, more than 6 million taels of silver and hundreds of thousands of currencies in various countries, as a regime, this loss of money was not large, and industrial construction required a large amount of capital investment. Just ten years ago, Zhang Zhidong founded the Hanyang Iron Factory in Hanyang. It took four years to invest more than 5 million taels of silver, which could be more than 6 million taels of silver. If it was thrown into industrial construction, it would only be heard at most. Therefore, the Time Travel Group's own development also requires a stable source of income.
