Jianghu Chronicle
In the 18th year of the reign of Emperor Kangxi, after the earthquake occurred in the Pinggu, Sanhe, Zhili, Emperor Kangxi summoned all the officials "below the Manchu and Han scholars, and above the Deputy Censors" to the Left Wingmen, and sent people to pass on oral edicts, announcing the six major drawbacks of his administration:
1. Officials at all levels have harshly sent people, and the people are prone to slaughtering their fats and ointments, and all the corruption officials have been given to their private pockets, which has caused the people's livelihood to be extremely difficult.
2. There are many ministers and friends who are more favorable to their own personalities.
3. When using troops, burn, kill, loot, burn the houses of good people, capture their children, and seize their property.
4. Local officials "don't let the people's livelihood and suffer" and encounter floods and famines. They will exempt them from the waste, provide relief to all matters, and make false reports, so that the people will not benefit from the benefits.
5. The criminal prison is unfair and the accumulated cases are not handled, which will cause good people to be imprisoned for a long time. The confession is transformed, the case is hasty, and the evidence is unfounded, and the crime is in vain. In addition, the yamen is traitorous and intimidating, causing a deception to destroy the property of several families.
Sixth, the families of princes and ministers are slaves, occupying the physical bodies of ordinary people, interfering in lawsuits, and committing illegal acts.
Finally, according to the emperor's will, the ministers formulated methods to eliminate the above six bad policies within ten days, including dismissing the responsible persons, never using them, and following the law and other severe punishment measures.
