Chapter Five Hundred and Twenty-Three North-South Water Diversion

"In view of Comrade Yuriyefimovic Selov's outstanding sensitivity and vigilance in national security work, he is now awarded the rank of general. I hope Comrade Selov can have a better complete national task in national security work in the future." Khrushchev announced the news after brief consideration.

Two years after taking over as the chairman of the KGB, Selov further awarded the rank of general by the Central Presidium of the Soviet Union. At the age of 38, he successfully broke through Khrushchev's restrictions on the rank of KGB and became one of the few generals. This restriction was historically the case after Khrushchev stepped down, and Brezhnev awarded the rank of general by General Semichasne, and later Andropov. The average runoff per square kilometer is only 197,000 cubic meters, which is less than many countries in the world. However, the per capita river runoff is about 16,000 cubic meters, which is 15 times the world's per capita annual runoff.

The distribution of surface runoff in the Soviet Union was inconsistent with the distribution of industries and population. Most of the runoff was distributed in the sparsely populated northern and eastern regions, and flowed into the ocean in vain and was not fully utilized. However, the major industrial areas of the former Soviet Union, most cities and major agricultural areas were distributed in the southwestern areas of the country, namely the central semi-humid areas. The surface runoff was insufficient and unstable, which often brought about periodic droughts. For example, the lower reaches of the Volga River, the Northern Caucasus, the southern part of Ukraine, the Northern Kazakhstan, and the southern part of Western Siberia, due to the low precipitation and insufficient water sources, droughts occur frequently, which made agricultural production very unstable and low-cost alternating frequently.

The first step of the north-south water diversion project has actually begun. Three years ago, Khrushchev approved the decision to dig the Ertzish-Kalaganda Canal. This is just a sub-project in this plan. It can be said that once this plan is completed, the agricultural problems in the Soviet Union will definitely be alleviated.
