Chapter 420 Expert Chairman

Starting from today, the controller of the Soviet National Security Council has been replaced. After Selov took office as chairman, he once again broke the record of the top leaders of the ministries and commissions in Khrushchev's rule. It turned out that Selov, who maintained this record, was 37 years old when he took office as the chairman of the KGB, and this year, Selov was 36 years old.

In this history, there was a statement about the KGB three-satisfaction during this period, especially the KGB chairman Selov who took office in the end, which built the KGB into a comprehensive department that integrates internal and external factors. Of course, there are also some views that if General Selov, who started when the KGB was founded, the KGB during this period should actually be in the Four-satisfaction period.

There was no such remark within the KGB, because as time went by, Soviet security cadres found that Selov served as the KGB chairman for much longer than the other three Xies. Until Selov finally stepped down as the KGB chairman, the institution had been marked with a strong Xie style.

The plenary meeting of the Central Committee of the Soviet Union lasted for another two days and successfully concluded. Khrushchev still nominally retained the position of Secretary of the Central Committee of Kozlov, perhaps because he hoped that one day Kozlov could still recover and work again. The two newly added central secretaries became Brezhnev and Podgorne, who also served as the chairman of the Supreme Soviet Soviet Union and the nominal head of state of the Soviet Union.

But Brezhnev and Podgorne are responsible for similar tasks. Most people really don’t understand who Khrushchev is more willing to be more. This may take time to test. I believe that people will have their own evaluation in their hearts in the past one or two years, but at this stage this has nothing to do with Serov. He must take over the main work of the KGB now.

As the newly appointed KGB chairman, Selov must also take care of Semichasne's ideas. When he got the news from Selepin, he and Brezhnev discussed letting Semichasne be the first vice chairman of the Russian Soviet Union. Brezhnev also agreed. There must be exchange conditions for this, but Selov does not know yet.

On the day the plenary meeting of the Central Committee of the Soviet Union ended, Selov convened directors of the KGB's major bureaus and cadres from the No. 11 Ruby Yangka Square to hold a farewell party for Selmichasne. The venue was set in the KGB's auditorium, and more than 400 security cadres in Moscow attended.

"Under the leadership of Chairman Semichasne, our work has made outstanding progress, and for this I propose toast to our Chairman in a new position, from victory to another victory." Serov shouted with a full cup of vodka.

A large group of directors of the General Administration, including Serov, Itwasov, Sakhatovsky, Serdukko, Roman, Kadpov, Kibanov, Varentin, etc., surrounded Semichasne in the middle and raised his glass to celebrate Semichasne.

The music sounded and the dance party began. Everyone was scattered in every corner of the auditorium. Some people danced in the hall, looking for their own women to dance gracefully with the music, showing a different side than usual.

"Thank you, Yura!" Semichasne looked at the center of the venue with a wine glass and whispered, "Actually I understand what you mean. This drink party is a comfort to me. Maybe I am the KGB chairman with the least sense of existence."

Stop Serov's explanation, Semichasne continued, "The first secretary is interested in the resume of the security agency. I have no objection to this, but it's a pity that it took two years. Don't worry, I just regret it, but I respect our friendship very much!"

"Thank you for your understanding!" Selov could feel the helplessness of Selov. In the original history, Selov's KGB chairman was able to achieve the goal of 1967, leading the KGB to turn around against Khrushchev, which played an immeasurable role in the Brezhnev coup.

The coup is not that simple, and Khrushchev is not without supporters. The KGB is a huge organization with nearly one million members. If it plays its role, the coup will be discovered and destroyed in the bud, and there is no possibility of a sudden attack at all. The biggest possibility is that some cadres have just begun to connect, and these situations should be known by Khrushchev. Then the coup is still in the bud. As Khrushchev cleans up a few guys who started to start disappearing invisibly.

As long as the KGB turns its guns and plays a role in the coup, the newly appointed Brezhnev will naturally find a way to destroy the KGB. The Chairman of Semichasne can do it until 1967, entirely because Semichasne's power was still there at the beginning. As Brezhnev slowly solved Semichasne's power by cutting sausages, it will be a matter of time before Semichasne was dealt with.

So it is best not to happen this coup, which is good for everyone. Some cadres will be dissatisfied with them. Khrushchev will deal with these people. Do you really think that under normal circumstances, the first secretary is so easy to overthrow?

After sending off Semichasne, Selov first faced the KGB organizational structure problem. In other words, who should be the first vice chairman of the vacant first vice chairman? This choice is not difficult. At the KGB presidium meeting, Selov, who was sitting in the central position, nominated his former boss, Lieutenant General Sakhatovsky, the director of the First General Administration, also served as the first vice chairman of the KGB. This proposal was passed smoothly without hindering.

Sakhatovsky has been the director of the First General Administration for several years, and his qualifications are completely sufficient.

"The trust of the first secretary in us is obvious. Regarding the focus of future work, I have always believed that our work should continue to increase our strength abroad. For some anti-Soviet or anti-Soviet countries, the KGB should mercilessly remove and crack down on certain anti-Soviet countries. Therefore, we need a new General Administration, who is responsible for dealing with these countries!" Shelov, who tilted his head, said in a lazy tone, "This General Administration is the General Administration of Special Operations. My personal opinion is temporarily placed on the establishment of the Eleventh General Administration. I wonder if you have any opinions?"

There is naturally no opinion. Expanding the organizational department means more job opportunities, and external work means more funding support. How can anyone object?

"Then I will continue the topic just now, about the planning of some combat forces in our department. If comrades have any opinions, it doesn't matter. I mean that various military forces should be reorganized to a certain extent to improve the professionalism of their armed forces." Serov said sincerely, "When dealing with some domestic problems, we will not fall into a passive situation."

The KGB's armed forces are mainly concentrated in two major areas. One is the combat troops mainly based on the border areas, and the other is the original internal forces of the National Security Council and the current internal guards. But in fact, the KGB's major bureaus also have military forces, the First General Administration, the Second General Administration and the Fifth General Administration, respectively, which have varying numbers of special infiltration forces to deal with emergencies. In addition to these three major bureaus, the Traffic Guards of the State Administration of Transportation Management, the Scientific Research Guards of the State Administration of National Defense Science and Technology Security, the Cadre Guards of the Ninth Police Bureau, and the KGB's basic self-protection force, the Organization Guards of the Fifteenth General Administration, and the Organization Guards of the Fifteenth General Administration. The troops of the Fifteenth General Administration are stationed in the major agencies of the KGB as guards.

"In this regard, we and the allies can cooperate. In the field of special operations abroad, we must not fight alone, but instead take the allies to act together, which will become the norm in the future." Serov said his thoughts and waited for other people's opinions.

"There is no problem for the reorganization of the security forces of our subordinate General Administration. It is of course better to be more professional. But do we need the strength of the allies when fighting against foreign countries?" Yitvasov raised his own question.

"Of course, we can't bear all the pressure on ourselves. Besides, their strength is not weak, at least it is not weak in total!" Shelov acted as a matter of course. In fact, not all Eastern European countries manage border guards like the Soviet Union. The Ministry of Public Security of Poland, the Ministry of National Security of Democratic Germany, the Ministry of National Security of Czechoslovakia, the Ministry of Internal Affairs of Hungary, the General Administration of Internal Affairs of Romania, and the National Security Council of Bulgaria. These departments have their own characteristics and cannot be generalized. No mosquitoes are meat, and Shelov cannot let them go. No one in the intelligence department dares to say that he can do it to the extreme. Even if he thinks he is the number one in the world, he must admit that the intelligence departments of all countries have their own unique advantages.

Then he talked about the direction of monitoring the world. Selov ended the last KGB president meeting after he served as the KGB president. This time his first meeting as the top leader was much smoother than when Serepin and Semichasne held the first meeting. Compared with the two previous ones, Selov was a local cadre who grew up in the KGB. Almost no one regarded Selov as an outsider. Some problems were completely the experts who led the experts.

"Fifth General Administration has now focused on monitoring the movements in the domestic cultural circle. Any writer, writer and artist who reveal his attitude towards the west under various circumstances should all establish security files and must maintain restraint on the cultural circle, so that the Fifth Column cannot breed in the cultural circle."
