On November 29, the American newspaper World published a report from China: "The Japanese army (in Lushun) shot and killed them, regardless of age, and in three days, the plunder and massacre reached the extreme."

In China, because the Japanese covered up their crimes and distorted the facts, they described the massacre of civilians as Qing soldiers.

In addition, the Qing government was defeated and eager to reach a ceasefire agreement with Japan, so the massacre was left in vain.

In November 1896, the Qing government appointed Gu Junxun, an alternate Taoist lieutenant in Zhili, to take over Lushun. He came forward to preside over the establishment of the tombs of the compatriots who died in the Sino-Japanese War of 1894-1895 and personally carved the "Tomb of Wanzhong" on a stone tablet.

That was the second anniversary of the death of fellow Lushun compatriots.
